The Community Training and Response Center was established in 2003 and houses the Environmental Technology Center, the National Mass Fatalities Institute, the Hazardous Materials Training and Research Institute, the Midwest OSHA Education Center (all managed by Kirkwood Community College's Environmental Health, Safety and Security Department), and the Linn County Emergency Management Agency. The building was funded through a partnership of Linn County, Kirkwood Community College, City of Cedar Rapids, National Mass Fatalities Institute, HMTRI, Linn County EMA, and local industry.
