HMTRI Instructional Training Standards for Training With Hands-on Exercises

General Classroom Training

Effective training uses lecture mixed with all forms of audio visual support. Overhead transparencies or electronic presentations are be graphic and colorful, not the typed lecture outline. Photos in slide, overhead or electronic form are used to show local examples. Text books contain complete sentences - not outlines of the instructors thoughts. The texts are written and formatted in a consistent style. Wide margins in texts allow for and encourage note-taking; graphics in texts are keyed to overhead transparencies slides or electronic displays as they are used in the course.

    1. The course instructor has completed a Train-the-Trainer program and holds an HMTRI Trainer Certification for the course being offered.
    2. Course objectives and completion requirements are provided to the student at the start of the course.
    3. Program evaluation forms are provided at the start of the course to each student.
    4. A student manual or handout is provided to each student.
    5. The training program follows the general outline of the student text or, at the start of the course, a course outline, keyed to the text is provided to the student. In either case, all objectives of the course are addressed.
    6. Adequate classroom accommodations are sized to adult learner needs. Tables and chairs are preferable to student desks.
    7. Adequate instructional equipment with appropriate audio/visual equipment and supplies are available.
    8. The course presentation follows a pattern of classroom lecture, demonstration, and practical exercise.
    9. Student assessment tools (test or quizzes) and competency demonstration tools (drills, task check lists, worksheets, or role playing exercises) are utilized in all courses.

Training Utilizing Personal Respiratory Protective Equipment

Effective training emphasizes proper personal protective equipment selection and use. Courses amplify the fact that over-protection is as dangerous as under-protection. All courses provide effective hands-on exercises in addition to instructor demonstrations.

    1. The course instructor has completed a Train-the-Trainer program and holds HMTRI Trainer Certification for the course being offered. Assistant instructors have demonstrated ability to use protective equipment and have hands-on experience in the subject area.
    2. A medical evaluation form and medical release is completed by each student prior to use of respiratory protection equipment.
    3. Student to instructor ratio is maintained at 5:1 during hands-on training.
    4. A certified EMT with first aid capability is on-site when hands-on training occurs.
    5. Instructors demonstrate personal protective equipment and proper safety procedures prior use by students.
    6. Progressive usage and wearing of personal protective equipment is provided through-out the class to allow student adjustment.
    7. Instructors accompany students when students dressed-out in PPE.
    8. Medical monitoring and assessment is ongoing throughout hands-on training scenarios using respiratory protection equipment.
    9. Suitable facilities for eye wash and quick drenching or flushing the body are available when corrosive chemicals are used.
    10. Adequate and proper training equipment is provided which, at a minimum, meets OSHA standards.
    11. An adequate training facility designed for the training program is used.
    12. Potable water for drinking is available at the training grounds; rest room and washing facilities are in near proximity to the training grounds.

Confined Space and Fall Protection Training

    1. The course instructor has completed a Train-the-Trainer program and holds HMTRI Trainer Certification for the course being offered. Assistant instructors have demonstrated ability to use protective equipment and have hands-on experience in the subject area.
    2. Student to instructor ratio is maintained at 7:1 during hands-on training. A minimum of two instructors is always required.
    3. A certified EMT with first aid supplies is on-site when hands-on training takes place.
    4. Instructors demonstrate personal protective equipment and proper safety procedures prior to use by students.
    5. Each student utilizes, at a minimum, a full body harness, helmet, and gloves when entering training spaces.
    6. All training spaces have secondary access points.
    7. Adequate and proper training equipment is provided to each student that, at a minimum, meets OSHA standards.
    8. An adequate training facility designed for the training program is used.
    9. Potable water for drinking is available at the training grounds; rest room and washing facilities are in near proximity to the training grounds.

Vertical Safety Precautions

    1. All instructors wear helmet, gloves and a full body harness when training students in vertical entry or fall protection.
    2. Emergency line transfer equipment and ropes are available at the training site.
    3. All students and instructors on vertical lines have a minimum of two means of fall protection anchored to separate locations.
    4. Any student near an exposed edge or unguarded hole is secured to a lifeline to prevent a fall.
    5. All rigging knots, harness and systems are checked by sight and touch by an instructor before any loading is placed on the system.
    6. Anyone, instructor or student, can question safety and stop a drill if an unsafe condition is noted or suspected.
