The Hazardous Materials Training and Research Institute (HMTRI) serves as the executive office for North Central PETE on the campus of Kirkwood Community College in Cedar Rapids, Iowa.

The North Central Partnership for Environmental Technology Education (NC PETE) was formed in 1993 and modeled after the Partnership for Environmental Technology Education (PETE) demonstration project initiated as a Department of Energy and EPA pilot project of 1991.

The purpose of the organization is to promote quality environmental technician training and address regional needs through a partnership of community and technical colleges. These institutions in association with national laboratories, federal and state Departments of Energy and Environmental Protection, universities, training organizations, professional organizations and private industry are capable of providing quality education and training to those individuals working in the field.

Environmental technician education programs offer two years of college credit in the study of environmental issues. These programs include those addressing hazardous materials, environmental restoration, waste management, water/wastewater, solid waste, physics, industrial hygiene, and other environmental issues. Other programs are included as identified by North Central PETE.
